Isle of Man receives Royal Assent for Data Asset Foundations legislation

(AsiaGameHub) –   The Isle of Man has officially received Royal Assent for its Data Asset Foundations legislation, establishing what the government and its partners are calling the world’s first legal framework designed to recognize and manage governed data assets.

Following the granting of Royal Assent, the initiative is now moving into its implementation phase. Digital Isle of Man has indicated that the subsequent steps will involve the creation of a Data Asset Register, the development of supporting regulations, and the construction of the necessary operational systems to manage the framework.

A key component of this legislation is a statutory Data Asset Register, which will serve to record, categorize, and oversee recognized data assets. Digital Isle of Man has stated that consultations regarding the register and its registrar model have already been conducted, and industry feedback is currently being incorporated into the drafting of regulations and operational guidelines.

Tim Johnston MHK, Minister for Enterprise, commented:

‘Receiving Royal Assent represents a significant and historic achievement for the Isle of Man, underscoring years of dedicated effort to conceptualize and legally enact something entirely novel globally.

‘As the first jurisdiction worldwide to fully implement such a framework, the Isle of Man is showcasing the potential that arises when innovation, collaboration, and regulatory adaptability converge with a clear long-term vision.’

Aga Strandskov, Head of Data Strategy at Digital Isle of Man, stated:

‘While many organizations already acknowledge data as a crucial business asset, they have lacked the legal clarity required to utilize it with full confidence. This new legislation provides precisely that.

‘The current focus is on developing the broader ecosystem, operational capabilities, and practical implementation necessary to advance the next stage of the program. The Register, along with its supporting regulations and operational infrastructure, are all active workstreams currently progressing rapidly.

‘For businesses, this opens up genuine commercial opportunities that were previously challenging to pursue within existing legal and operational models, ranging from governed AI training datasets and trusted cross-organizational collaboration to new avenues for data sharing, financing, and value creation.’

John Bottega, President at EDM Association, remarked:

‘Globally, there is an increasing demand for clearer structures that govern, facilitate the sharing of, and ensure the responsible use of valuable data.

‘The Isle of Man’s initiative reflects a broader trend towards more sophisticated and scalable approaches to trusted data governance that foster both innovation and accountability.’
